Ukraine's security chief says Russia's participation can be proven by recorded conversation

Head of Ukrainian Security Service (SBU) Vasyl Hrytsak claims the Russian Main Intelligence Agency planned to blow up an SBU detention centre in Kyiv. This statement came during a spontaneous inspection of the facility with the participation of Ukrainian Ombudswoman Valeriya Lutkovska and Prosecutor General Yuriy Lutsenko.

Hrytsak noted the detention centre is part of a criminal proceeding concerning the plans of attack. He said the SBU has recorded a conversation proving the participation of Russia's intelligence agency.

Earlier today, Hrytsak announced Ukraine has reached an agreement with UN Assistant Secretary-General for Human Rights Ivan Šimonović to create a joint monitoring group to prevent tortures in detention centres.
