The divisions, which will be deployed along Russia's western and southern borders, will be formed by the end of the year, the Interfax news agency reported.

"The Ministry of Defence has adopted a series of measures to counter the growing capacity of NATO forces in close proximity to the Russian borders," Shoigu says.

On May 3 U.S. Defence Secretary Ash Carter has accused Russia of "nuclear sabre-rattling" and of being intent on eroding international order.

"We do not seek to make Russia an enemy. But make no mistake, we will defend our allies, the rules-based international order, and the positive future it affords us", he said

Previously U.S.-Russian ties have been strained by the Ukraine crisis and recent military encounters in the Baltic Sea.
