On August 12, the Special Communications Service refused to issue the certificate because the e-declaration system was not protected enough. Nevertheless, on August 15, the website was launched in test run mode and first declarations were registered. It caused protests in Ukraine as well as abroad. Several days later the system was shut down until the certificate would be issued. The system is supposed to start working on September 1st
