Why didn't the MH17 report authors directly blame Russia? This is a question many people asked after the document was released. Ukrainian political expert Bohdan Yaremenko explained it simply: such an accusation goes against the rules of law. He explained: you cannot charge "murder of almost 300 people" a whole country.
