Russian casualties are marked as losses during military exercises

103 Russian soldiers have been killed and 98 heavily wounded in eastern Ukraine since the start of 2016, according to Ukraine's intelligence chief Vadym Skibitskyi.

A decree approved in May of last year by Russian President Vladimir Putin states that any information about casualties among servicemen of the Russian army during peacetime is considered a state secret.

Skibitskyi says, the casualties among Russian soldiers in eastern Ukraine are represented as accidents during military drills.
