It is also noted that "due to the regular publication by the international media of the facts of willful violation of the Minsk agreements by the Russian occupation troops, the command of the 1st Army Corps of the Russian armed forces is trying to avoid the use of wording in the combat organization papers, which can be used as evidence of war crimes."

The intelligence found out that "on the direct order of the Commander of the 1st Army Corps Major General Valeriy Asapov, the supply of ammunition for the needs of the 11th separate motorized rifle regiment (Makiyivka) and 3rd separate motorized rifle brigade (Horlivka) is made both for target practice. For this purpose, the leadership has prepared a fictitious plan of activities for April fire training with the calculation of the amount of ammunition, ten times greater than the relevant standards."
